How to set default permissions from parent folder in Linux?

There is a Test folder, with access rights 774 (for the owner - everyone, for the group - everyone, for others - read only).
How to make it so that when creating subfolders and files (by the Owner), the rights that are set for the parent folder Test are automatically applied? That is, with the same rights 774.
