How to set a Placemark on top of an ObjectManager with a CLICK?

There are areas on the map, when clicking on them, it works out an event showing nested areas.
I need to block the ObjectManager's reaction to a click if necessary, because a click will set the Placemark.
Doing objectManager.setFilter('id == -1') is not an option, because when installing Placemark, you need to see the districts.
Any ideas?
