How to set a goal in GA for an event without specifying a label and action?

Tell me how to set up a goal in Google Analytics, there are several pages with forms, event transmission to GA is configured through GTM, the form category is transmitted, the action is submit, the page URL is transmitted in the label.

Actually, how to set up a target for an event with the form category and the submit action, but with absolutely any label and value values?
I tried to configure through regular expressions - through the dot asterisk (.*), it doesn’t work, it doesn’t pass the target, I already passed the same Value, and inserted the full address of the page into the label, no difference, I can’t understand why.
And the goal validation tool also doesn’t understand how it works, I specifically take frequent events, of which there are many, I try to validate them, the system writes that there are no matches. Useful for the manuals, but everywhere everyone describes the full correspondence of the fields, which does not suit me.

To set up a goal in Google Analytics, you need to set a category and an action. All other fields can be left empty, then the goal will work with any of their values.

In fact, there was no problem, just for some reason GA showed all the goals for the next day only, and not immediately as Events.
