How to serialize output from sqlite database?

I do not understand how to display data (any) in turn from the database.

I am making a local bot with people's profiles, and when a button is pressed in the tg bot, it should get into the database, take a line with data and send it to the user (there is no problem with sending data) and when the person presses the button again, the bot will accordingly take the next line with data and send it to the user forgetting about the first line, and when it reaches the end of all records, it will notify that the profiles are over and offer to look again.

My bot now displays all the data in principle in a random order and repeats, AND I NEED that the bot does not repeat the questionnaires over and over again and there is a sequence, or that the bot sends the data in a random order, but most importantly, that it does not send the data that already sent recently.
