It would not be bad to receive SMS from some services of your server farm, but how to send SMS using a script?
Kyivstar has such an opportunity, you can send an e-mail to an address like [email protected] But in response something like “This function is closed, as you will be bombarded with spam, if you want to open it, contact the operator, but we do not recommend it.”

What you need is called SMS Gateway, Clickatell is often used in different NAS.

But seriously, there are Internet services that just send SMS according to a script. True, there you will have to pay for each SMS, as on a mobile phone.
