How to send personal PUSH to mobile devices?

I'm just learning this topic with the help of AZURE Mobile Service.
How to correctly implement sending a personal notification to a specific mobile device?
It comes to mind to embed a string with the token of the desired subscriber in PUSH and in the application itself check "whether this is a notification for me".
But, somehow, that doesn't seem right.

When registering a device, use tags. Each user can be assigned a tag like UserId:1. When sending a notification, use the appropriate tag accordingly. Here is an example .
