How to send notification by date and time?

There is an admin panel, in which the admin creates a notification to users.
When creating a notification, the following is indicated: title, text, date of creation, date of publication.
How can I make this notification automatically sent at a certain time (date of publication)?
I know that it is possible with the help of cron, but the admin cannot climb into the hosting.
Or you can set up cron through your admin panel? Or what other options are there without cron?
