How to send data from json to telegram-bot?

There is one json file that is constantly updated. There is a telegram bot with "start" "stop" buttons. How to send him data from the json file when the user clicks on the button. And is it possible somehow to send only new data that is being written. Or will the data be sent from the very beginning each time you click on the "start" button?
