You can use the sms.ru service to send SMS . Check out the API documentation.
As far as I know, they can send a certain number of messages for free for technical purposes.
As for the telegram bot, you have already been answered. Here is a link to the documentation.

The one who sends the one who pays. Google SMS service. Thousands of them.
