How to send a photo to a conversation using vk_api?

Looked at many solutions did not help. I want to send a photo from my computer to a user conversation on behalf of the community. Please help and describe in detail. Longpoll 5.92
ps i tried to send message with attachment but i have problem with attributes[100]

I specified a link to the file, the path to the file, but the bot sent not a photo, but a link
