How to send a photo sent by another user to attachments without downloading?

A photo comes in messages to the community, I get its attributes in the form photo{user_id}_{photo_id}. How can I attach this photo to a dialogue with another user without using an access_key and without downloading the photo to the server? Just by sending a photo that came from another user, I get a message without a photo.
