Hello. I decided to study the telegram API for writing a bot, I decided to try this library , everything works!, but I just can’t find how to send a message to a user with whom the bot didn’t start a conversation? I have my own system that monitors projects, and after a daily scan, I want the bot to send out a newsletter to the right users, so to speak, a brief report, so is it possible to somehow send a message to a user knowing only his username ?, or is it just necessary for the user to start on their own chat with a bot and then send everything you need by chat_id?
