There is a PC server to which the HP printer is connected. You can print from a computer, but not from a phone (the printer is not displayed in the available) I tried to enter the IP of the PC to which the printer is connected - everything is even. What do you recommend?

According to the mind, Google really wants printing to go through their cloud service, and only it was made by default in android already added, i.e. on the network, you need to set up server publishing in Google: google cloud printing setup
But I strongly recommend not to succumb to these dibile trends and make everything work independently of the Internet in principle
