How to send 10TB to China?

We need to send 10TB of data to partners in China. The data is not compressed.
In about two weeks, you need to upload them somewhere, and then they will download them.
Amazon is not suitable, because. it is necessary to work by bank transfer from Russia. Yes, it is theoretically possible, but very difficult.
Selectel comes out in a tidy sum, but an option.
Plugging disks into a home server and exposing it outside via HTTP \ FTP is also an option. But it is not clear how the provider will react to 10TB of upload in a day or two.
How they will download from China and what speed they have before us is not clear at all.
Maybe I'm stupid in the evening and there are some simpler / cheaper options? Or has anyone done something similar?

The Chinese have problems accessing resources outside the great Chinese firewall. If it is impossible to transfer physical media, then you can try to upload the data somewhere on AWS S3 in Frankfurt, buy a connection between regions from Amazon and upload it to S3 in Beijing (or where are they located in Asia?). You will need a good connection from a local provider and generally cost a lot.
