How to sell software if it was developed by a freelancer?

Such a situation - let's say I have an idea for an interesting program and I already know who is ready to buy it, but there are not enough skills to create it.
We have to hire programmers, and since there is no company, freelancers.
Is it worth it to inform a freelancer that I will sell the program that he writes. Is it worth deducting a percentage of sales to him or is it necessary to conclude an agreement from the very beginning that will not allow a freelancer to resell the program he has written?

Enough to hire 2 freelancers who will drink 2 pieces of code. You are already on your side somehow (I don't know how) you can integrate the pieces together, i.e. everyone will have only their own part, and only you will have the full software.
As for "intellectual property" --- register the software with Rospatent, thus. you will have proof that your piece of software was the first. And who wrote this software and do not understand (well, except that there will be copyrights in it).

Each programmer has a dozen or even more brilliant ideas in his head, he doesn’t care about your program - you need to look for clients for it, you will need to constantly refine it, in a word, it will take away resources that a programmer can spend on creating his ideas, or just to make more money. Here I will give you, for example, an online store (a ready-to-use script, just know the goods to unload, and look for customers), what will be more interesting for you - to promote your program, in which you have at least some interest, or refuse it and develop an incomprehensible online store from scratch?
