If you need to watch exactly the conversion of page visitors to the action you need, then for this you should create a goal of the “Landing page” type. When you create such a goal, you specify the URL of the resulting page and indicate which page (or pages) the user must navigate to reach it.
Goals are created in the "Administrator" section in the "View" you need.
And then you track them in the "Conversions / Goals / Visualization" section.
ps If you have events configured, then you can also create goals based on them, but this way you can track, for example, what percentage of users who came from such and such a channel reached the goal; or what percentage of mobile device users achieved the goal. But the percentage of visitors to the page who have reached the goal, so you will not know.
