How to securely upload files on the site?

Hello colleagues!
In general, outside the web document tree, there are user archives with html files generated by them. I need to make it so that users can somehow download these archives. As you can guess, the problem is that a href=... can't access files outside of the web document tree. But if you store these same archives in a web document tree, then a serious vulnerability will appear - anyone can get access to the archives!
How to properly secure file uploads?
