How to scale down a pattern in Photoshop?

How can the pattern be reduced?

You can see the flower pattern on the back.
I want to reduce them, is it possible?

Can. These are the very basics of Photoshop, even schoolchildren know them.
1. If the layer is a pattern, double-click on it in the layers list and select the scale.
2. If the overlay, then select the layer, right-click "Overlay Effects", Pattern and select the scale there.
3. If the layer is rasterized, then stupidly reduce the picture. I hope it's not.
