If you mean polygons of administrative unit boundaries (boundaries), then the easiest way to find the corresponding ready-made files and convert to the format you need
or get them via the Maps API in the same add -on See
an example in the menu Add-ons - Maps for Sheets - Show ideas - Shapes and geo-objects - Download GeoJSON and KML.
