How to save Excel file as CSV with UTF8 encoding?

Hello! There is a script that works with CSV. But as for evil, when saving the table, I get a set of incomprehensible characters. How to save in UTF-8? I didn't find anything on the Internet. I need to immediately get a normal CSV at the output without any notepads, online decoders and other tricky fakes.

It will not work without fakes - which, as it were, is hinted at by a set of formats for export.
