How to save data in the Bitrix shopping cart?

Good evening, I have the following problem in the store on Bitrix:
A user who once bought goods from us a long time ago comes back to us and fills the basket with goods. At the time of writing a mailbox and trying to send an order, the system warns that such a user already exists and offers him to log in, the user logs in - and, voila, his basket is empty!
Is there any way to save the cart for such cases? Where is session management and other things located in Bitrix?

Well, this shouldn't happen at all. This is clearly a bug
