How to satisfy dependencies?

Comrades, help with this situation:

dpkg: far2l: dependency problems, but we're still configuring at your direction:
far2l depends on libssl-dev, however:
Package libssl-dev is not installed.
~# apt install libssl-dev

far2l needs libssl-dev and libssp-dev, but when I install libssh-dev I get this:

~# apt install libssh-dev

always going down in that case..i.e. a step further try putting libssl1.0-dev etc.

The package requires a newer/older version of libssl-dev. Or the repositories are crookedly connected.
The most optimal way is to download the source code of the package and rebuild it for the target system. The rest is unnecessary dances with tambourines.
