How to safely use Tor and other "connections through someone"?

I am in Crimea, and I need to get into Google AdWords, which we have blocked, without regard to the fact that it is pro-Western citizens who use it more often. If I just wanted to go to some site where I was banned by IP - I would use Tor quite calmly. But since I need access to Google AdWords, which I will throw money at, I need to collect more information about the security of this case. And so, Tor is a connection through a series of computers with data encryption, but the last computer will still see my data in plain text. What can I do to protect my data? Is there any way to securely transfer data over an insecure connection? Or how to choose a truly secure connection? Is it possible to do this for free? If not, is it even legal? (and in this case, I'm more interested in Russian laws than agreements with Google: for example, I'm interested in the possibility of suing if my AdWords account with money is still stolen by a non-Crimean IP provider)

A very interesting combination of interests. You want to legally transfer information with illegal access to the resource :) Oh well.
