How to run web interface in zabbix?

Downloaded and launched a virtual machine from the office. zabbix site.
I'm trying to start according to this instruction:
https://www.zabbix.com/documentation/3.2/ru/manual...
Apache seems to be running, the server ip is pinged, but the web page is not starting.
