How to run php-resque wocrers?

Development in win environment.
open server with redis I
use it to process queues.
I don’t understand how to run workers, the documentation https://github.com/chrisboulton/php-resque#workers says:
$ QUEUE=file_serve php bin/resque
How to use it under windows?
And how to use it in the future when porting to debian?
