How to run multiple programs that do not support Unicode and use different languages?

You need to run two programs at the same time using the "Control Panel"-> "Regional and Language Options"->"Advanced"->"Language for non-Unicode programs" option (Operating system - Windows 7).
The first requires "Russian", the second "Chinese". Accordingly, when choosing one of the languages, there will be unreadable characters in the other program, the program does not work. Only one of the languages ​​can be selected in the setting, changing the setting requires restarting the computer. Is it possible to somehow specify this parameter differently for each of the programs in order to ensure that they run simultaneously?
