How to run laravel backend + frontend vue cli bundle locally?

Laravel

There are two repositories: backend and frontend. I clone them. Further, where the Laravel backend is, I run composer install, vendors are downloaded, as a result, an error comes out at the end (see screenshot). What could be the reason?
And please explain who knows how to run this bundle locally? Direction what to do for what to look for. Googled, all English, not very good with English yet.
