In short, the pearl has nothing to do with it, jpegtran is launched under the hood of the script. Moreover, based on Linux, for which the script seems to be written / tested (judging by the absence of problems under fresh debian) - jpegtran is taken from libjpeg-turbo-progs by default. In win - you can take its builds from here , but in this case this error only disappears (because the script starts to find jpegtran output). It works fine - they end up compressing something - I didn’t succeed in the next three pictures. Theoretically, you can get confused with cygwin - but there is no jpegtran itself in the official repositories under it.
In general - the easiest way, without jokes - is to install a virtual machine and stick debian / ubuntu there and put native libjpeg-turbo there, it definitely works with it.
