How to run gitlab-runner?

Gitlab has unit tests. To run them on AWS EC2, only the runner is installed without the project repository.
When it comes to pepline in gitlab, it gives me an error:

Preparing the "docker+machine" executor
 ERROR: Preparation failed: exit status 1
 Will be retried in 3s ...
 ERROR: Preparation failed: exit status 1
 Will be retried in 3s ...
 ERROR: Preparation failed: exit status 1
 Will be retried in 3s ...
 ERROR: Job failed (system failure): exit status 1

Do I need to install something else besides gitlab-runner?
