How to run fresh Squid on Windows?

I often think that I need a good proxy server with advanced capabilities for interfering with passing traffic purely for myself on my laptop. From time to time I even try to write my own, but I stop myself thinking about why solder another bike when there is Squid. But the trouble is that only some gray-bearded versions are available for Windows. Are there options other than through a virtual machine?

How recent is the version needed?
www.squid-cache.org/Versions now contains 3.4.9 dated October 31, 2014.
