How to run Appium from command line?

I have installed appium-desktop-setup-1.8.2.exe
On Windows, I run it from the console with the following options:

appium
appium -p 4724
start appium

But I only have the Appium launch window open, and the launch itself is not performed. It needs to be manually started anyway.
