How to run a windows installation flash drive on a linux system?

Tell me how to run the installation flash drive.
We recorded the iso image of Windows on a USB flash drive.
I chose in the BIOS - to load this flash.
But no loading occurs, Debian starts immediately, or rather grub and then the system.
UPD: I recorded gparted on a USB flash drive and everything loaded perfectly. The problem is not with the flash drive.

Linux has nothing to do with it at all. It would also be on a computer without a system at all.
Google create a bootable USB drive.

Test the flash drive with qemu. If it does not work, the problem is in the flash drive. If it works, tweak the BIOS settings - flash drives are usually seen as USB-HDD
