How to run a program instead of explorer on a specific server?

Hello!
It is necessary to replace the interface on a specific server for a group of domain users.
All users are currently registered to launch 1C (Properties-Environment) and they work on SERVER1.
I created an additional policy, put it in the subdivision where the group "special users" in which the Custom User Interface specified another software, let's say a notepad.
After that, I applied the WMI filter to the policy in which I indicated the same group and pointed to a specific server SERVER2 (not the default terminal):

select * from win32_computerSystem where name='SERVER2'

.
I updated the policies on the server, I log in as a test user from that group - nothing happened, explorer is loaded.

What could be an ambush? What didn't I learn?
