How to rotate the screen in Windows safe mode with command line support?

Ctrl+Alt+arrows doesn't rotate.
Launched explorer, the screen settings do not open by right click.
Is there a way?

Safe mode is safe because it loads the minimum possible set of only standard drivers that ensure the operation of the OS for the purpose of recovery. The video card driver loads only the basic one, without any whistle-blowing, it does not know how to rotate the screen. So no way.

Try to run desk.cpl
Or you can download Display
and then display /rotate:90
you can also configure such hotkeys in some video card drivers.
