The solution turned out to be very simple and not immediately obvious. It is necessary to change the address of the download link from the official site. for example

https://download.sublimetext.com/Sublime%20Text%20Build%203103%20x64%20Setup.exe
will download version 3103, i.e. the latest one. This is because the version itself is specified in the address. It is enough to change the sequence of 4 digits, for example, to 3083, and voila.
