How to restrict Internet traffic on a network not through a gateway?

There is a network on 30-35 computers. The Internet is quite slow, so it is necessary to limit the traffic going to the Internet on some of the computers. Is there a program among the free software for such a restriction in the client-server version. The network does not have a gateway computer through which computers would connect to the Internet, so the server part should not be tied to the gateway

It doesn’t happen that there isn’t a gateway, there’s always some kind of router or other common exit point to the world, check with your admin, and cut it on it (not on the admin, on the point). How do you imagine the traffic limiter in the client-server version, purely logically? For each computer, roll your own shaper or something and steer them from the server, forgive this insanity.

configure a proxy server (for example, there is squid on linux, there is a traffic limit + a log analyzer can be screwed). Users must specify a proxy server in their browser settings.

Judging by the description of your adsl modem - no way. Take a normal router or, indeed, drive everyone through a proxy.
