How to restrict file download via direct link?

Hello nginx server, wordpress system.
It is necessary to implement a ban on uploading a file via a direct link from the uploads directory, but issue it from the admin panel.

I know what nginx can do to the deny all directory at the folder address like htaccess in apache, but then the files will be basically inaccessible.. The
question is how to check this and grant access to the directory from the admin panel?
