How to restrict access to the site to everyone except visitors from a particular city?

If by IP, then how to find out all the ip ranges of the desired city? Or at least countries? How to block access to a site based on geographic location?

You can add your site to Yandex Webmasters ( webmaster.yandex.ru/) and Google (www.google.com/webmasters/tools/). Among the settings, you can prohibit the display of the site in certain regions. Of course, this will not completely solve the problem, but at least it will significantly reduce the flow of unwanted visitors.
And about the IP range, google GeoIP

My advice to you is no way.
No one has an up-to-date public geobase, and providers love to throw addresses back and forth.
In GeoIP places in general nonsense is written.
