How to restore the PC cursor?

Hello, I have a PC, some time ago the following problem arose:
When loading, it is possible to hover over a shortcut or program, you can open it, but you can’t work with the window or close it.
Immediately when you click on an open window, it turns pale, as with a standard change in the priority of working with a window (For example, we have two windows, we work with one, the second turns pale, we switch the cursor to it, it becomes active.)
i.e. in my case, any open window immediately becomes inactive when hovering over it with the cursor!
To solve the problem, the following was used:
1. Booting in safe mode
2. Replacing the keyboard and mouse (or rather, they were turned off and control was transferred to Teamviewer)
What are the ways to solve this problem?

Maybe they just messed up in setting the current theme (there you can change the color of any element to another), or not?
