How to restore the functionality of the WP admin?

WP 4.7.11
The ability to auto-update is gone - there is no "Update" link on the main page in the admin panel.
The ability to add plugins is gone - when hovering over a menu item, the second one does not fall out.
Lost access to the built-in file editor from the menu - there is no such item.
Changed the theme, disabled all plugins - does not help.
What can I try to do without a complete reinstall?

I suspect that the problem is not in the admin panel, but rather in the database.
Just in case, do the following:
1) download the same version of the VI and synchronize the VI through Total Commander. If there are missing files, then upload them there.
2) most likely, when you migrated the site, the database was damaged or imported incompletely, because of which your "admin" lost these rights and does not see the "Update" button and its other privileges. Instructions for restoring rights - https://wordpress.stackexchange.com/questions/4094...
