How to restore the database structure of an ASP.NET project?

Good afternoon. First time on ASP.NET. With grief in half, I was able to launch someone else's Web Forms project and bind it to SQL Server Express LocalDB, but a new problem arose.
How to fill your base with a structure?
There were amazingly convenient migrations on the rails, but how to do it here? I'm sorry if the question is too stupid. The contents of the database are not available to me, but even without it, I cannot run the site locally, because there are errors about non-existent tables.
