In short, there are two domain controllers on the 2016 server:
test0
test1
Zero is the main one, on which error 4012 flew out at one fine moment, and that sysvol directory replication was already 309 days late.
Now ADeshka catalogs are not synchronized, but each one lives its own life. When adding to the domain, new stations appear only on test1.
Already rebooted the service and increased the number of days with the command wmic.exe /namespace:\\root\microsoftdfs path DfsrMachineConfig set MaxOfflineTimeInDays=500
