Also had the same problem. But everything was simpler for me - I do not delete files without backup, the consequences of deleting which I do not know. And I advise you.
Try to install modx on a test host and then transfer the files from the cache folder to the server that is not working now.
It will also be good to examine the contents of the files in this folder so that you know what you deleted first.
1. Simple option. Make a backup of what is there, unpack the distribution kit over it, install it with an update.
2. More difficult, turn on php error output, look at what swears, restore by peeping into the distribution.
