How to restore database on PostgreSQL (Ubuntu)?

postgresql.service started without errors.
The PostgreSQL cluster service did not start.
[email protected] loaded failed failed
The magazine writes:

Use of uninitialized value in subroutine entry at /usr/bin/pg_ctlcluster

I am not familiar with Linux and PostgreSQL, but the database that was spinning there needs to be restored.
Actually I found where the base dump was merging, pg_dump with the -Fc parameter without any compression, but pg_restore cannot process this file.
Writes that the file does not look like an archive.
The head of the file displays the first 3 characters of RAR, then krakozyabry. Though suspected that there sql had to be.
Through PG_admin under win, restore also quarreled with the file format.
How can I restore the database from the database files themselves? Is it possible to revive the cluster?
It seems that pg_clusterupgrade should help.
