How to restore database from Oracle database damp file to MS SQL database?

There are dams of Oracle bases. Whether prompt it is possible to restore dumps in base MS SQL without setting oracle? No experience in Oracle database.

There was a hacker tool on the Internet that pulled information from Oracle dmp files. It was packed by some hacker packer, antiviruses cursed at it. I remember that I complained to either Kaspersky or Doctor Web about a false positive...
Now I can't find the utility itself, I don't have a link to it, and I don't even remember the name.
