There is a remote site in the city "A" server with AD domain mscg.ru, there are several virtual servers, the second domain controller mscg.ru is located in another "B" city. Now there is no need for a second domain controller in city B, it does not receive replicas from the first controller, and it does not authorize users, since I removed all users from the domain, for my own reasons. Tell me how to get him out of the domain correctly, I'm not even sure that he will now see the first controller.
I want to raise a second domain controller at a remote site in city "A" and make replicas to it, since oddities also began to occur with the first controller, for example: find if you give permission to the folder.

This is the output of dcdiag according to the conclusion that everything is passed, but something seems to me that it has problems.

More like a problem with the networks than with the controller itself. In order to completely correctly remove a DC from the domain, it is necessary that it function and replication proceed without errors. Check the network and DNS settings on the controllers themselves, between point networks A and B, and on the machine from which you manage the domain. There is an option to forcefully delete controller B - seize all roles with controller A and delete B directly from it, and then clean up the metadata through NTDSUTIL, but this is best avoided if there is a chance to do everything wisely.
