How to restore access to local hosting?

I tried to write a site in Python using a video tutorial. I went to localhost:8000 and it showed me all the files that should have been there. BUT, I didn’t like the icon in the browser (Opera) (a triangle with an exclamation point) indicating that the site was not secure and I clicked on it, opened the "Cookie Settings" section and, as it turned out later, deleted my IP address. Now I can't access localhost from any browser. Please tell me how to get everything back to normal.

I highly doubt that the opera settings on other browsers could somehow affect,
first check that the web server has not fallen, the same program that listened to port 8000
