It really depends on what is hidden under the "file backup" - if the archive with avatars and site design is stupid - then yes, hat, just reanimate the disk. If there is a snapshot of the file system, then it is very easy to restore.
Let's hope very much that by "file archive" a person means the backups that ISPmanager made for him. If so, the database, scripts, and avatars are included by default... in general, everything you need.
