Is minimum-stability specified in composer.json? If there is, then try changing the value to dev.

Happened. My solution was this:
1) Demolished the composer completely - and all the files that could be associated with it.
2) I installed it again
3) First I installed the global require library table
4) Then I put it in the root of the site folder.
