How to request additional permissions for the facebook app?

Situation:

1) There is an application that uses the JS SDK to request a Facebook login and approve rights.
2) There was a need to add new rights for the application.
3) If this is a new user, then full rights are requested from him, and if this is an old client (who has already installed the application), the form for approving additional rights does not appear through the SDK login.

How can I force these rights to be requested?
